About ME
Dr. Md. Abdul Hakim is a seasoned civil servant, academic, and policy expert with over three decades of experience in public administration in Bangladesh. As a member of the Bangladesh Civil Service (Administration) cadre (15th batch), he has served in a wide range of leadership roles at both field and national levels, contributing significantly to governance, transparency, and development.
He earned his PhD from the University of Dhaka in 2008, specializing in Islamic Banking Systems and the Islamic economic framework. His strong academic background in Islamic Studies, combined with his administrative expertise, has shaped his approach to policy, research, and public service.
Dr. Hakim began his career in 1995 and served in various districts including Munshiganj, Jamalpur, Comilla, Pabna, Jessore, and Bagerhat. His roles as Assistant Commissioner, Magistrate, and Upazila Nirbahi Officer provided him with deep grassroots experience in governance and public service delivery. He later held key positions such as Additional District Magistrate and Additional Deputy Commissioner.
A major part of his career was dedicated to the Information Commission Bangladesh, where he served from 2013 to 2024 in multiple leadership roles, including Director (Research, Training & Administration). He played a vital role in implementing the Right to Information (RTI) Act, promoting transparency, and organizing nationwide training and awareness programs. As a certified Trainer of Trainers (ToT), he has trained numerous government officials and collaborated with international organizations such as UNICEF, World Bank, and JICA.
Dr. Hakim has represented Bangladesh in several international forums and training programs across Asia and beyond. In recognition of his leadership, he was promoted to Additional Secretary and later served as Director General of the Directorate of Primary Education. He achieved Grade-1 status before his retirement in 2025.
In addition to his administrative career, he is an author and researcher, contributing to knowledge in governance and socio-economic development. His lifelong commitment remains focused on building a transparent, accountable, and knowledge-driven society.
