The concept of the “Appropriate Technology Museum” is a poverty alleviation strategy based on the use of local resources. In 2007, such a museum was established in Pabna Sadar; in 2009 in Sharsha of Jessore; and in 2010 in Mollahat Upazila of Bagerhat to inspire people to eliminate poverty through the multi-purpose utilization of their limited land resources.
For example: cultivating fish and maintaining floating vegetable gardens in the same pond; mushroom cultivation and bee-keeping boxes (Apiculture) on the pond embankment; establishing quail, pigeon, and poultry farms; constructing boundary walls around the area along with walking tracks for visitors; writing motivational slogans related to the museum on the boundary walls; connecting two adjacent ponds, if possible, to facilitate fish movement; supplying oxygen into ponds through machines; installing water fountains, solar power systems, resting/waiting sheds, pure drinking water supply systems, and thematic display boards in the corner room of the empty space between two ponds; and developing flower gardens and medicinal plant gardens within the premises.

About the innovator
Dr.Md. Abdul Hakim is the innovator and founder of three Live Lagshoi Projukti Jadughars(Appropriate Technology Museum) in Bangladesh. He is a seasoned civil servant, academic, and policy expert with over three decades of experience in public administration in Bangladesh. As a member of Bangladesh Civil Service (Administration) cadre (15th batch), he has served in a wide range of leadership roles at both field and national levels, contributing significantly to governance, transparency, and development.
He obtained his PhD Degree from the University of Dhaka in 2008 on Islamic Banking System and Importance of Islamic economy.
Dr. Hakim began his career in 1995 and served in various districts including Munshiganj,Madaripur, Jamalpur, Comilla, Pabna, Jessore, Bagerhat, Bhola and Khulna. His roles as Assistant Commissioner, Magistrate, and Upazila Nirbahi Officer provided him with deep grassroots experience in governance and public service delivery. He later worked in key positions such as Additional District Magistrate and Additional Deputy Commissioner in Bhola and Khulna Districts of Bangladesh.
A major part of his career was dedicated to the Information Commission Bangladesh, where he served from 2013 to 2024 in multiple leadership roles, including Director (Research, Training & Administration). He played a vital role in implementing the Right to Information (RTI) Act, promoting transparency, and organizing nationwide training and awareness programs. As a certified Trainer of Trainers (ToT), he has trained numerous government officials and collaborated with international organizations such as UNICEF, World Bank, and JICA.
Dr. Hakim has represented Bangladesh in several international forums and training programs across Asia and beyond. In recognition of his leadership, he was promoted to Additional Secretary and later served as Director General of the Directorate of Primary Education. He achieved Grade-1 status before his retirement in 2025.
In addition to his administrative career, he is an author and researcher, contributing to knowledge in governance and socio-economic development. His lifelong commitment remains focused on building a transparent, accountable, and knowledge-driven society. His keen interest is to promote IGA(Income Generating Activities) by utilizing the local resources. It is an integrated approach for income generating activities by utilizing our own resources and thus he showed how to resolve our own problems.
